Mapperley ward selection

Used as the basis for the speech to the Mapperley branch Labour Party. Local Government Review had meant that Nottingham City was to take over the functions of the county council within the city boundaries in 1997. Mapperley ward kept the same boundaries, but was only to have 2 councillors instead of the current 3.
