The Budget.
Please find attached a briefing on the County Council's Budget.
Former Police Sports Ground.
The City Council's Planning Cttee. passed its report.
County officials think this makes development more difficult but not impossible. It certainly makes collecting simple capital receipt far more difficult.
County officials were offended because they were not consulted on the report, even though they are the owners of the land.
The County is to bring forward its application for planning permission.
Woodthorpe Gardens.
I've made comments on the planning brief but have not objected to development.
New Park.
Plans for the new public park on the Wells Road have been published. The park will have over 20 types of trees and 80 types of bushes.
Elliott Durham.
City Challenge.
A proposal to provide £600,000 of extra funds for Elliott Durham and Manvers Pierrepoint, and their feeder primary schools (which includes Walter Halls) over three years was approved at Education Cttee.
Labour members have reservations about City Challenge. It is a quango. But we have to embrace their focus on St.Anns & Sneinton and secondary education.
Research by Sheffield University, commissioned by Notts. County Council, shows that kids from poorer backgrounds do less well at school. This feeds the cycle of deprivation.
Poor Expectations.
But to what extent does low expectations from parents and staff feed this cycle?
The new money is to finance projects designed to break the cycle. One key area to target may be the involvement of parents.
Ofsted.
Elliott Durham is currently undergoing an Ofsted inspection.
Swimming Baths.
I think the branch should discuss this soon. Do we support the City's plans for new baths at the expense of old? And why use Boots Island?
Local Government Review.
The lead commissioner for Notts has met the Labour Group.
My hunch is that he supports a dis-aggregated County of three unitary authorities, i.e. Greater Nottingham, West Notts. as broadly defined the coal communities and East and South Notts (broadly a rural community).
The new deadline for the first stage is at the end of March.
M1 Widening.
The Environment Cttee. is set to discuss this on March 16th. Comments welcome.
European pamphlet.
I went to the launch of a pamphlet written by the European Community. It highlights how European money has been used to help the East Midlands.

Active Labour.
Gordon Colling.
He's a member of the NEC and was the keynote speaker. Oh es! A dour delivery but some excellent messages.
- Effective party organisation and activity has an impact on election results.
- Eastleigh has to be fought to win; we are the only alternative government to the Tories.
- We have to inspire (and retain) members through ideas and activity.
- Talking’s important but we're not a debating society.
- There are some with positions of control, like Councillors, who are comfortable with a small or complacent membership. (Er...)

Activity Calendar.
The afternoon exercise focused around planning for campaigning.
Sadly, most delegates decided that the key to campaigning was to write a manifesto, and then write possible planning activity as a result.
It was wonderful to watch; a clear example of those wedded to parliamentary models for branch activity.
