Circulated report to Mapperley branch Labour Party, February 1994

Published 10th February, 1994. Former Police Sports Ground.

The County's proposal for the sports grounds (including the development of the bowling green) is going to the Dept. of Environment for approval. Then the County will apply for planning permission.

However, the City are discussing the issue early in mid-February.

The Action Group are talking to the Hyson Green Cricket Club.

Proposed development on Woodthorpe Park.

The City Council had to find £300,000 to finance the greenhouses.

The Council is now seeking planning permission for new housing.

Mansfield Street.

A request from shops to have no parking is not to be taken further following opposition from myself and local residents.

Kingsthorpe Close.

More maisonettes will be occupied soon. I'm pressing the City Council hard to make sure the estate is re-launched properly.

Mel Reed for Nottingham.

... Mel has already been endorsed by the N.E.C. as the candidate for our Nottingham and North West Leicestershire Euro Constituency in next June's Euro Elections.

Elliott Durham Swimming Baths.

The City plans to build two Olympic standard swimming baths in the City over the next few years.

The swimming baths at Elliot Durham need money to bring them up to standard and may be one of those closed.

Death of Leanne White.

A report has been published which has found that mistakes have been made within the Social Services Department.

It's possible that had procedures been followed, Leanne's life could have been saved.

There is to be an investigation with a view to disciplinary procedures.

However, the key priority must be to look at the child care and protection services offered by the Department and to see where action is needed to improve them.

I am of course ready to hear the views of branch members on this matter.

Education Committee.

February's meeting covered lots of issues.

Teacher's Pay.

The County's budget is to be revised following the 2.9% pay award to teachers.

The County had budgeted for 2% and will now find the £2.1 million shortfall from central funds.

The Government have once again refused to cover any part of the increase, claiming it should be met out of efficiencies.

How are these efficiencies to be made? By less maintenance and less safety for children? By switching off the heating? By increasing the pupil teacher ratio?

The local Tories were silent on this issue.

LMS.

The Council has increased to delegation of the Aggregated Schools Budget to over 92% so as no to promote claims for schools to go grant maintained.

This strategy is working well. However, LMS must be reviewed by any new Labour Government because it stops the LEA from making strategic interventions to help schools serving poor communities that may be suffering.

Greenwood Dale.

This school went FˇˇPˇgrant maintained and is now trying to start a sixth form.

Career Opportunities.

A school leavers destination survey shows Notts has had a 75% increase in the staying on rate since 1984.

However, we are still below the national average, which is in turn well below the EEC.

51.5% of Nottingham's young adults stayed on. This is a low figure but it's much worse in areas of Ashfield District.

Labour must raise the level of expectations of working class parents.

Local Government Review.

The process in Notts. has been put back another six weeks. Only last week, John Major was reviewing his support for the review, again.

Orbital Road.

I intend to write to constituents on this matter soon as part of the process of making a decision in April.

Unemployment.

The estimates of unemployment in the ward has now fallen by 1 since last month to 615 (15.5%).
